The September 11 attacks prompted the government to re-examine the vulnerability of the assets that allow the country to operate normally every day. This group of assets is generally referred to as Critical Infrastructure. Modern control systems often rely on the Internet for monitoring and adjusting equipment and processes; thus, exposing infrastructure components to hostile acts that can disrupt or destroy these assets. Terrorists often focus attacks on targets that disrupt their enemy’s way of life; therefore, attacking our critical infrastructure would certainly accomplish that task. This session will provide information needed to understand the challenges of protecting the critical infrastructure, investigate the vulnerabilities that plague these systems and how best to defend them.

Modern societies around the world are heavily reliant on computers and information technology, and that reliance is expected to grow for the foreseeable future. Our critical infrastructure is no di¬fferent. The science of terrorism has entered the information age– an age of multi-faceted attacks. The use of cyber weapons and attacks as an instrument of terror, power projection, and influence is becoming increasingly commanding and more challenging at the same time. Add the rapid advancement of cyber-attacks and the emergence of critical infrastructure as a primary target, and you have caught management off-guard. This has made cyber-terrorism issues a growing national interest and concern.
Mitigating acts of cyber terrorism is a critical aspect of modern day emergency response. The development, acquisition, and use of cyber-attack capabilities demand emergency services personnel expand their incident command training to address this growing threat. As multiple government agencies continue their efforts to pull together all the components of a cyber-security program, the greatest challenge to succeed may rest with the ability of emergency responders to manage conventional terrorist attacks when acts of cyber terrorism disrupt our critical infrastructure.
